At some point, Billy Black became the mayor of Freeland.
On February 8, 2021, the anniversary of Bill Henderson's death, Mayor Black introduced his successor as Freeland chief of police, Ana Lopez, to press.[1]
Weeks later, Tobias Whale summoned the mayor to see him; as Red was escorting Billy into Tobias' residence, Tobias made a drink to greet the mayor. Tobias told Billy that his children could be attending private school in Metropolis if he defunded and demolished Garfield High School. Billy refused, citing that he once attended the school and hopes that his grandchildren will attend it as well. Tobias argued that the children of Freeland were not safe with Jefferson Pierce as principal. Billy then insulted Tobias, drank the previously prepared drink, and told Red that he can escort himself out. Red asked Tobias if the mayor should be killed; Tobias delayed the desire.[2]
Death[]
Four days later, Tobias Whale met with Mayor Black, Ana Lopez, and Deputy Chief Wesley Robinson about holding an event in the neutral territory that Blackbird established. During the attack by The 100, Mayor Black was secretly killed by Red under the orders of Tobias Whale. In a later discussion with Red who is revealed to have magnetic abilities, Tobias states that nobody says no to him and also stating that Lala was predictable. Tobias later spoke on television about Mayor Black's death while pinning the blame on the 100.[3]
Legacy[]
Lala and the 100 are pursued by the police. Black Lightning confronts Lala about the assassination and Lala tells him that he was after Tobias, not the mayor.[4]
While calling Billy Black his friend, Tobias announces at a press conference that he is running for mayor. Meanwhile, Peter Gambi has researched that Lala was truthful about not being the killer. After learning that the bullet was magnetized,[5] and seeing Red via security camera intimidate a Monovista executive using magnetism, Gambi and Jefferson realize that Red was the mayor's killer.[6]
