Delete. Per COM:INDIA, government works are copyrightable, and remain so for 60 years from the year in which the work is first published. As the flag is the state emblem (a government work) on a white field, it qualifies as a copyrightable state government work, and as the state emblem was adopted on 25 January 1971, it is still under copyright until 2031. Additionally (I'm not sure if this is something on my end or if this is true for everyone), when attempting to view the file, I receive a "File not found" error, so I'm unsure if it is empty or corrupt.
