Harvey Dent is the mayor of Gotham City.
History
He had half of his face burned with radiation by the city's vigilante Batman to scare Dent into softening his interference in Batman's violent justice.
When Jim Gordon pieced together Batman's secret identity, he went to Mayor Dent, who signed off on the arrest warrants to bring Batman in by the book.
