She is the wife of Mr. President, and unlike him, her full appearance is shown on-screen. Mrs. President is based on Barbara Bush, who was the First Lady and wife of George H. W. Bush at the time of The Adventures of Super Mario Bros. 3's run, let alone DiC Entertainment's Mario cartoons in general.
