Thomas "Tom" Weems was a hired agent of Anvil who was sent to capture the Punisher, however their team was ambushed by Homeland Security, resulting in the death of Weems.

Tom Weems joined the United States Marine Corps in 1999 and was stationed for his first tour in Peshawar, Pakistan, receiving a Medal of Honor for his part in the operation. He then was stationed in Iraq, was promoted to Chief Petty Officer, and joined the Special Operations Division, serving under Jason Miller's command and had several tours in Iran.[2]

In 2009, Weems retired from the Marine Corps and joined Anvil, working under Billy Russo's command. Together with Jim Pruitt, Spencer Geiger and Mike Bashille, Weems was assigned to protect diplomats in Iraq, however, the four ended up killing innocent Iraqi civilians in public. As the footage of the killing was recorded and uploaded online, the State Department attempted to apprehend all four for murder, prompting them to flee underground and become fugitives.[1]

Having been tasked by William Rawlins to gather a team to kill Frank Castle, Billy Russo explained that he needed to outsource a team since his usual team was unwilling, after their team members were murdered during an earlier mission by Castle and Gunner Henderson. Russo sought out the four wanted soldiers, offering them $500,000 each as well as safe passage to a country with no extradition, where they would be able to live the remainder of their lives in peace without fear of being apprehended by the State Department.[1]

Ambush at the Abandoned Warehouse[]

Billy Russo leaded Weems and others to the warehouse, but they were ambushed by Homeland Security. In the gunfight Weems was wounded by agent Dinah Madani. He tried to call Russo for help, but was killed by Russo so that he wouldn't be able to incriminate him.[1]
