Tabulon was the second planet in the Tir Kapov star system in the Rigel sector in Federation space, in the Alpha or the Beta Quadrant. It was the only class M planet in the system and had a single moon. It was the location of an Orion Colony and Starfleet's Starbase 27.

Tabulon was formerly a sparsely settled Orion Colony world owned by the Heilen family. But for a tidy profit, they happily sold all titles to the world to Starfleet, who desired to construct a new base along the Klingon Neutral Zone. It was only afterward that Starfleet realized that the deal also included the work contracts of every inhabitant, making Starfleet a planet-wide slave-owner, much to their surprise. Concerned, Starfleet personnel worked on a legal way to free the population from slavery. In the meantime, the so-called "property" was placed on a Federation payroll and employed in the construction of the base. The population was mixed between Starfleet and Federation personnel and the Orions.

Once complete, Starbase 27 became a major administrative and logistical center for Starfleet, and home to the largest number of Starfleet forces gathered on any single Federation border. These were: the 1st, 14th, 29th, and 72nd Strategic Fighting Forces; the 3rd and 7th Marine Divisions; and the Rigel Sector Materiel Command. Rumor and Orion claims had it that there was also a secret force of elite pirate-hunters based here, who operated on both sides of the Neutral Zone, though Starfleet denied its existence.

Tabulon had a technological/sociopolitical index of 999994-97 and a planetary trade profile of EEEFDCE/A(C).

It had a cool temperate climate, a class M terrestrial atmosphere and a day's length of 28 hours. It had a total surface area of 642,424,260 square kilometers and, with 63% land mass and 37% of the surface covered by water oceans, a total land area of 404,727,280 square kilometers. Tabulon had a gravity of 1.1 g, a diameter of 9,200 kilometers and an equatorial circumference of 14,300 kilometers. About 25% of Tabulon's makeup was normal metals, 10% was radioactive elements, 7% gemstones, and the planet had trace deposits of crystals and other special minerals.
