Waldo "Dustin" Brooks is the Yellow Wind Ranger of the Ninja Storm Rangers.
History[]
Ninja Storm[]
Dustin is the "comic book geek" of the Wind Rangers and was a fan of previous Rangers, who were considered urban legend by ninjas. He is somewhat naive and gullible but has a heart of gold. Dustin can also be described as a "dudebro."
He has extreme skills with motocross, and works at the bike store Storm Chargers.
In the beginning of the series, before becoming a Ranger, he was at the low end of the class at the Wind Ninja Academy. When Lothor captured the academy and its students, Dustin was of the three remaining students left. TV STORY-Prelude to a Storm
Early on, his teammates questioned his dedication when he spent too much time with Blake and Hunter Bradley, who turned out to be the evil Thunder Rangers. Dustin proved himself worthy of being a Ranger again and again.
Dustin was happy when Blake and Hunter turned out to be allies and welcomed Cam to the team as the Green Samurai Ranger.
Dustin thought Marah, Lothor's evil niece was turning good and trusted her to help the team defeat Lothor. She ended up betraying him and Dustin felt used, though she seemed to truly develop feelings for the Yellow Ranger. TV STORY-All About Beevil

Dustin, along with Shane and Tori found out that they were destined to take place in an ultimate battle with Lothor. He used his Earth powers to expel Lothor to the Abyss of Evil (after Lothor took his Ranger powers). Dustin then graduated from the Wind Academy and stayed on as an instructor.
By the end of the series, Dustin has grown and matured a lot but his personality remains much the same.
Dino Thunder[]

The Wind Rangers were featured in a chronicle of Power Ranger history compiled by Tommy Oliver shortly after he formed the Dino Rangers, which was found by the nascent Ranger team in the Dino Lab. TV STORY-Legacy of Power
Lothor's Return[]
After almost a year, when Lothor finally manages to escape the Abyss of Evil. Meanwhile, after beating their students, Tori, Shane, and Dustin find a message from "Sensei" telling them where to meet him.
The Ninjas meet with Sensei to discover that Lothor has returned. When he gives them new Wind Morphers, they are put under an evil spell. Dustin becomes evil alongside his teammates. It turns out to be Lothor who has captured Sensei and now plans to use the Wind Rangers for his evil plan.
When Lothor shows up with some new friends he made in the Abyss to once again take on the Wind Ninja Academy, Dustin, Shane, and Tori morph into the Wind Rangers after so much time and begin attacking the Wind Ninja Academy.
The Wind Ninjas don't stand a chance against the Wind Power Rangers. As a result Lothor bottles up the Wind Ninja Students and leaves the destroyed Ninja Academy.
Later, the Wind Rangers and Lothor's forces attack Reefside. Conner, Ethan, and Kira are challenged by the Wind Rangers, each Wind Ranger fight with each Dino Ranger and Dustin fights against Ethan. During the fight between Dustin and Ethan, Dustin without the slightest effort, and with his agility, dodges all of Ethan's attacks and easily defeats him by kicking him. With the help of Lothor's forces, the Wind Rangers defeat the Dino Rangers, forcing them to retreat while Cam, Hunter, and Blake watch the fight from above. They watch as the Wind Rangers beat the Dino Rangers, this also causes Mesogog to be intricate by these Evil Rangers.
In Lothor's hideout, Elsa has come to deliver a message from Mesogog to Lothor and his Army including the Wind Rangers. TV STORY-Thunder Storm Part 1
Teaming up with the Dino Ranger[]
When Ethan investigates the Power Rangers Database from his laptop, he sees that the Wind Rangers defeated 100 of Lothor's army of monsters. At the same time, Conner affirms that he only can defeat the Wind Rangers. Unfortunately, the Wind Rangers arrived at Hayley's Cyberspace, after Shane scared everyone except the Dino Rangers away with his wind attack. The two teams come face to face with their respective color, Dustin with a serious and intimidating expression face to face with Kira, Conner insists they meet somewhere else. Shane suggests the Harbor Bridge, and the Wind Rangers leave Hayley's Cyberspace with a Ninja streak.
At the Harbor Bridge, the Wind Rangers show up and give a wind attack to the Dino Rangers. Starting the battle and during the fight, due to that Ethan use his Tricera Skin given a difficult time to Dustin and using his Underground Movement to trick and unexpectedly attack Ethan, while each one finished using their powers. Dustin continues fighting against Ethan. When Dustin and his teammates were about turned into their Ranger forms, Hunter, Cam, and Blake join their comrades against the Dino team in battle, cheating that they also joined Lothor's Army. But they trick them into taking the right Power Discs, which reverses Lothor's spell, Dustin and his teammates return back to the good side.
Back at the Dino Lab, Dustin and the other Rangers listening on how Hunter, Blake, and Cam explain that Sensei came to their rescue just in time. All the Rangers are ready to take down Lothor. Tommy and Sensei remind them that this won't be easy and they will have to try their best.
The Dino Lab's screen shows Lothor and Mesogog's army, deducting that Lothor forms an alliance with Mesogog, all the Rangers going to the battlefield.
The Ninja Rangers and Dino Rangers morph into their Ranger forms and prepare for the battle. Dustin with his teammates and the three main Dino Rangers riding their motorcycles attacking Lothor and Mesogog's forces. When he and the other Rangers are riding their motorcycles, Dustin team up with Ethan to destroy Bald Loser, later all the Rangers destroy Lothor's bodyguards.
The Rangers are celebrating their victory when Marah and Kapri show up on the scene to release the captured Ninja students. All the Power Rangers gather together and celebrate their victory over Lothor.
Afterwards, the Wind Rangers lose their powers, leaving things to the next generation. All the Rangers gather together to watch Blake win his race and the trophy. TV STORY-Thunder Storm Part 2

He is shown on the screen of the viewers registered database. Dustin in the archive footage as the Yellow Wind Ranger is seen during the morphing sequence with his fellow Wind Rangers, while Rex Ranger is learning the 1 new movements to Matt and Trevor. TV STORY-Power Rangers - Mission Training

Super Megaforce[]
Emperor Mavro was defeated, but the remaining thousands of X Borgs still stand. Tommy gathered all the existing Power Rangers, Dustin returned with his fellow Ninja Rangers and his powers are somehow fully restored, as part of the army of Legendary Rangers led by Tommy that helped the Mega Rangers defeat the Armada once and for all, fighting in a huge battle against hundreds of X Borgs and dozens of Bruisers. After the demise of the X Borgs, Tommy shook hands with Troy and teleported off along with Dustin and the Legendary Rangers. TV STORY-Legendary Battle
Dino Fury[]
Zayto activates the Legendary Ranger Database, showing Master Blue that Master Green came to them after the Dinohenge statues were destroyed and restored them to normal. Also, Zayto says that he found Ranger teams who were saved in their darkest moments through unexplained reasons and shows them three specific moments. Including the Legendary Battle where all the Legendary Rangers including Dustin and the other Ninja Storm Rangers coming to the aid of the Megaforce Rangers in the Legendary Battle and helping them defeat an entire army of the Armada's X Borgs. Personality[]
When the series started, Dustin was very distracted by his motocross training (which leads to him forgetting important stuff), and would be very lax about reaching the Ninja Academy on time. That was what made reaching the academy so hard for him. He also was an avid comic book expert at that time, and a hard core Power Rangers fan (which would lead him to morph first).
Throughout the series, Dustin can be viewed as gullible and naïve, which is first shown when he met Hunter and Blake (the Thunder Rangers), who he thought were fellow motocross racers like him, and immediately became their friends right after. True, the two brothers used this friendship to their advantage, but in the end, that friendship was beneficial for the brothers to break free from their mind control and fight on the right side. These traits might have worked to his advantage (like when he trusted a guy to soup up his bike for no charge), but it definitely worked to the villains advantage as well. When Marah wanted to switch sides, Dustin (like the friendly guy he is) decided to give her a chance to help them defeat Beevil. Marah used this to her advantage when she gave Dustin a power amplifier to charge (telling him that it was the only way to defeat Beevil). Dustin believed her to the point in which he even pushed his team to give her a chance. When she revealed her true self, he was broken, due to his efforts in trying to change her go horribly wrong.
When Marah left after the betrayal, Dustin was heart-broken revealing some romantic feelings for her. Marah felt the same way, but their relationship never grew into anything.
During the series, Dustin is very dim at times, like when he stops filming a video of Shane because there was Kelzaks in the view. Other times though, he shows knowledge that no one else knew.
Dustin was also the funny one in the group, cracking jokes here and there to loosen the mood (sometimes having the opposite effect).
Dustin can be a bit airheaded sometimes, which leads to rash decisions. This is proved when he was on the news after his heroic deed of saving the Storm Chargers store from being wrecked by paid thugs. He then gets much desired fame, giving himself more self confidence and making his fans (and himself) look at him not as the goofy one, but the hero. A comment leads to disagreement between Shane and Dustin, which leads to the latter going solo: defeating monsters and attending photoshoots and news conferences. In the end though, he realizes that he is a valuable member of the team, and apologizes to the rest of the Rangers for his attitude.
Dustin is also a bit lazy, and does not study because of his laziness.
Dustin has a heart of gold, trusting his teammates and being loyal to them no matter what.
By the end of the series, Dustin has grown and matured a lot, but his personality remains much the same.

- Superhuman Speed: Due to their Ninja training, Dustin and his teammates can move faster than the eye can see, often used in high speed rush attacks.
- Enhanced Strength: When Sensei inhabited Dustin's body, he demonstrated that Dustin had physical strength vastly superior to that of Shane, able to send a monster flying with a single blow.
- Enhanced Agility: Dustin and his team mates can leap higher than an average person.
- Mind Block: Dustin and his team mates can focus his inner energies to resist mental attacks and manipulation.
- Earth Manipulation: Dustin can control earth and enter the ground to move and fight.
- Duplicating: Dustin has the ability to spilt into two separate fighters.
- Ninja Beams: Dustin can fire yellow energy lasers from his Wind Morpher.

Ranger Key[]
The Yellow Wind Ranger Key is Dustin's personal Ranger Key. This key along with the majority of the Core Ranger Keys are seen lining the Command Center's interior walls. This key is mainly used by Gia Moran (Super Megaforce Yellow) who uses it to fight as the Yellow Wind Ranger.

Notes[]
- Dustin is the first human male Yellow Ranger in the Power Rangers franchise and the first one of the Disney Era (not counting all the other male Yellow Rangers who only appeared in Super Sentai).
- He very contrasts with his Sentai counterpart, Kouta Bitou, who was more mature and a strict planner.
- Dustin's personality is similar to Shane's counterpart, Yousuke Shiina.
- Glenn McMillan was 18 years old in the first place, when he first started playing Dustin Brooks.
- Tori reveals in "Beauty and the Beach" that Dustin's real name is Waldo, so the one he is known by may just be a nickname.
- Dustin first hinted at the idea of a Green Ranger being in the series in Episode 11 when he said, "Maybe we can trade him in for a new Ranger. Maybe a green one."
- Dustin has a fear of falling (which is understandable, considering his motocross hobby has a high risk of wipeouts).
- He decides during the last three episodes of the series that he will give up racing (after realizing there was a roof in that hobby) and try freestyle.
- He is known to have won third place in the U.S. stunts competition.
- After Lothor was defeated, Dustin graduates with his fellow friends/Rangers, even though they were the last of the class.
- He (along with the other Rangers) was given a medal of honor for protecting Blue Bay Harbor from threats.
