A tornado that does this type of damage is usually rated as strong (EF-2) or higher. As a team, we've seen hundreds of tornadoes collectively and know pretty quickly how significant a tornado is by its visual motion and other signs like how debris is being lofted. We're not damage experts though, and all tornadoes must be rated via their damage by NWS experts. That entire process is very involved and something we hope to cover with someone who does them in the future.
