Adds a handy script that can be used to run simple benchmarks for image APIs with various options
Bit updated version of the script in #3018 which I'll try to start working on this week to extract pieces out and test
How Has This Been Tested?
Running the script, not all options have been tested though, any suggestions or testing would be great!
