Black Bear (クロクマ Kuro Kuma) is a mysterious thief who turns into a thief-themed Hitotsuki called Kaitouki (快盗鬼 Kaitōki, lit. Phantom Thief Demon), possessing a Lupinranger Avataro Gear, out of his desire to steal the light and bring darkness to the people.
History
Imprisonment
After delivering a package to a customer, Haruka and Taro both unknowingly pass by Black Bear who approached the customer’s apartment and pretends to deliver a package. He proclaims that he doesn’t deliver packages, he delivers darkness. Kaitouki's aura appears around him and he attacks her. Black Bear then steals all her lights and puts them in his van. But he desires to steal more to create more darkness. Sononi appears on top of Black Bear’s van, admiring his handiwork and able to see Kaitouki's aura that will emerge from him. She tells Black Bear to work a little harder and soon he will be “free”.
Later Black Bear continued his work and eventually stole the lights from Haruka's House. In the morning, Taro and Haruka chases after Black Bear’s van, noting how it has the same amount of packages as last night and the sloppiness of how the boxes are arranged and packed in the van. Black Bear notices his pursuers and a delivery van chase ensues. However, the black van speeds up and Taro won’t go any faster as he has fragile packages to deliver. He asks Haruka to take the wheel and transforms into Don Momotaro Alter right in front of her, his body passes out in the driver’s seat.

Don Momotaro Alter summons the ToQger Alter and combines with it to catch up to the van and cut its tires. Black Bear manages to stop his van before he crashes into a wall and gets out. Taro, now back in his body, confronts Black Bear and berates him for stealing and disgracing the honor of delivery workers. Black Bear’s desire to create darkness reaches its peak and he becomes Kaitouki and a group of Anoni materialize around him. Taro and Haruka changes into Don Momotaro and Oni Sister, fending off the Anoni while Don Momotaro challenges Kaitouki to a duel. During the battle, Saru Brother, Inu Brother and Kiji Brother have also arrived to help assist in the battle.

After Don Momotaro weaken Kaitouki enough, the Donbrothers were about to execute the Momotaro Slash, but was blocked by Sononi, who is unharmed by the ZanglaSword. She thinks that Kaitouki is cute, but deems him worthless for going down so easily and imprisoned him with her Condor Bow just before he could escape. Black Bear’s soul suddenly appears in a dimensional space inside a cube, screaming in pain as it cracks and then shatters completely to Kuro's ill fate.
After his imprisonment, Kaito sees the Lupinranger Avataro Gear suddenly appear on his bar counter as he is playing cards and is surprised by this unexpected turn of events.

Design
- Kaitouki features a magician or wizard's collar which calls to mind LupinKaiser Magic and has a face based on the Lupinrangers' emblem. The design also features gold coins in the chest and a monocle on the head, the latter similar to Arsène Lupin.
Etymology
- "Kaitou" is Japanese for "phantom thief", and refers to the Lupinrangers of Kaitou Sentai Lupinranger VS Keisatsu Sentai Patranger. As with the Lupinrangers, the name uses the styled kanji "快盗" (pleasant thief) instead of the standard "怪盗" (strange thief).

- Kaitouki's skin name is a reference to Arsène Lupin.
- Kaitouki is the first Sentai-based Hitotsuki to not evolve into a Hitotsuking.
- Kaitouki is also the first Sentai-Based Hitosuki to be defeated by a member of the Noto.
