During the final battle between Mori and Mujin, Mori gains his first and final Borrowed Power, Nirvana, as one of the final stages of Borrowed Power is Omnipotence.
Based on the explanation above, Nirvana is Conceptual Manipulation (Type 1) since it is the final stage of Borrowed Power, where are a higher concept. This makes Mori transcendental in nature due to his ascending to a higher plane of existence where all his ties to the world are severed, and that's mean he is independent from all creation. While he governs and creates the balance of all creation as he ascends to this plane when he reaches Nirvana.
