Juan's Weapons is a unique store in the game world where you can buy:

  1. Supremos - these are backpacks that grant you various types of special attacks (e.g. rocket fire or EMP pulse),
  2. Resolver Weapons - These are high quality unique weapons, such as the flamethrower or crossbow.

You will be able to purchase from Juan's store for the first time after completing the campaign introduction and arriving at Libertad Island. The Yaran story (side quest) titled Supremacy will be initiated and it will remain in your logbook until you purchase all the unique items stocked by Juan.

Note - Not all items are immediately visible in Juan's stock. More will appear in his store later in the campaign.

Spending resources on building garrisons and barracks will give you the ability to buy equipment, but just like with arms dealers, these will initially be low-ranking items. If you want to be able to buy better things, you have to pay to upgrade both of these buildings to a higher level. Try to eventually rank up the garrison and barracks to the maximum level 3.
