Rentaro Kagura (神蔵 蓮太郎, Kagura Rentarō) is the main protagonist of Kamen Rider Shinobi. He is a ninja from an alternate 2022 who transforms into Kamen Rider Shinobi (仮面ライダーシノビ, Kamen Raidā Shinobi, Masked Rider Ninja).
History[]
Kamen Rider Shinobi of 2022[]
Although Sougo Tokiwa reclaimed his power to become Kamen Rider Zi-O, the decision to temporarily give up the Ziku-Driver managed to diverge the timeline to new outcomes. During the new year, he dreamt of arriving in the year 2022. When he is attacked by Stardust Ninja Dustards, he found himself saved by the arrival of Rentaro Kagura who transformed into Kamen Rider Shinobi.
Swartz, discovering his existence, stole Shinobi's powers from an Anotherwatch and gives it to Heure.
Rider Time: Kamen Rider Shinobi[]
In an alternate 2022, Rentaro is a bumbling ninja living in a ninja society iteration of Japan and combats the evil ninja clan Niji no Hebi as Kamen Rider Shinobi. He is training under the mentorship of Master Gamano, who is a scroll painting of a toad. Rentaro continues to protect his sister, Iroha Kagura, who is believed to be the princess of Niji no Hebi clan. He reunites with his childhood friend, Isamichi Konjo, who managed to become Kamen Rider Hattari.
Kamen Rider Hattari had developed a rivalry against Shinobi due to Iroha Kagura having a crush on the violet ninja, unaware that he is her older brother. He soon encounters the ringleader of the Niji no Hebi clan, Yaminin, who proved to be a powerful threat due to his abilities that Shinobi and Hattari struggle to fight against even together. While Kamen Rider Shinobi's journey has yet begun nor ended, he will continue to protect the weak from those who misuse their powers for evil.

Personality[]
Rentaro is a brave, strong-willed individual who protects the weak from those who misuse their powers for evil. As such, he will feign being weak in order to fight his enemies as keep his identity as Kamen Rider Shinobi a secret. Due to his responsibilities of protecting his sister Iroha as Shinobi, Rentaro is frequently unemployed due to missing job interviews and constantly struggling to keep up with the bills, such as being unable to pay the electricity. Because of this and his seemingly bumbling false persona, Iroha sees him as unreliable and urges him to do better. Despite this, Rentaro genuinely loves Iroha and will go out of his way to protect her.

- Ninjutsu: As part of the year 2022's necessity, Rentaro is also trained in the way of the ninja. Being a Kamen Rider, he is comparably superior to his childhood friend Isamichi but was forced to feign being poor at it in hopes of hiding his double life.
- Flame Technique (火遁の術, Katon no Jutsu): Rentaro summons a stream of flame from his hands, which translated as Flame Ninpo as Shinobi.
- Body Replacement: Rentaro quickly substitutes himself with another object such as a scarecrow or a ragdoll, allowing Rentaro to flee and/or hide. This technique is also seen used by Woz Futurering Shinobi.
- Clone Technique (分身の術, Bunshin no Jutsu): Rentaro creates multiple clones alongside him to attack together. They are also able to perform Ninjutsu techniques.
- Time Manipulation Immunity: Being a creation of Sougo Tokiwa's dream, Rentaro is immune to any time disturbances and even in the worst cases will retain his memories and physical state from the original timeline.

Rentaro Kagura transforms into Kamen Rider Shinobi (仮面ライダーシノビ, Kamen Raidā Shinobi) by slotting the Shuriken Starter on the Shinobidriver and spinning it. Shinobi’s punching and kicking stats are lower than Zi-O, Geiz, Kikai and Woz, and his agility is better than the other riders, but his main attacks involve ninjitsu.
Kamen Rider Shinobi's suit consists of the following parts:
- Shinobi Head (シノビヘッド, Shinobi Heddo): The helmet.
- Onmitsu Met (オンミツメット, Onmitsu Metto): The outer head armor. Its structure is designed to prevent enemies from spotting Shinobi during stealth operations.
- Hachi Gane Brain (ハチガネブレイン, Hachi Gane Burein): The grey forehead armor that has a shuriken emblem engraved into it. It analyses Shinobi's surrounding environment and utilizes its information to derive optimum solutions to problems and execute adjustments to ninjutsu maneuvers.
- Senri Goggles (センリゴーグル, Senri Gōguru): The eye lenses. They can see up to 10km, and can utilize multiple channels of vision such as night vision and perspective mode.
- Jigoku Sonar (ジゴクソナー, Jigoku Sonā): Shinobi's auditory hearing devices located within the Shinobi Head. It is super sensitive, allowing Shinobi to hear leaves falling from 10km away. By combining information from the Senri Goggles, the Jigoku Sonar allows Shinobi to visualise potential threats hiding from sight.
- Shuriken Antenna (シュリケンアンテナ, Shuriken Antenna): The giant shuriken placed in the middle of Shinobi's face. It enables communication across multiple channels, and can even pick up signals that are in digitized or encrypted form.
- Suiton Guard (スイトンガード, Suiton Gādo): Shinobi's breathing apparatus. The interior is composed of 22 layers of filters, allowing Shinobi to breathe even when underwater. Additionally, it can change the temperature of any exhaust released to the temperature of the outside air.
- Erikami Jammer (エリマキジャマー, Erimaki Jamā): The scarf. It can shift itself to reduce the hit rate of enemies, effectively acting as a sort of protective barrier. Additionally, it is capable of radio interference.
- Shuriken Protector (シュリケンプロテクター, Shuriken Purotekutā): The chestplate. It is composed of Giyaman Ceramic (ギヤマンセラミック, Giyaman Seramikku), which is not only lightweight, by contains high defensive power and radiowave absorbing properties. In an emergency, it can be purged from the chest to act as a decoy. It contains numerous Sticky Shurikens (スティッキーシュリケン, Sutikkī Shuriken) inside which can be materialized in the hands.
- Kata Protector (カタプロテクター, Kata Purotekutā): The shoulder armor. It is composed of the same Giyaman Ceramic that the Shuriken Protector is made of, resulting in a highly defensive, lightweight armor with radio-wave absorbing properties. Three scrolls can be inserted into each shoulder, which acts as the source of power during ninjutsu maneuvers.
- Shinobi Suit (シノビスーツ, Shinobi Sūtsu): The bodysuit. The entire suit is highly flexible and acts as a second muscular system, increasing Shinobi's strength.
- Nanairo Hide (ナナイロハイド, Nanairo Haido): The upper arms. The hexagonal print on the upper arms are optical camouflage devices that can form a curved electro-magentic wave field to dazzle and stun enemies.
- Shinobi Arm (シノビアーム, Shinobi Āmu): The arms. A high-functioning noise canceller is installed, allowing quick quiet movements. Additionally, the inbuilt Shunbin Booster (シュンビンブースター, Shunbin Būsutā) increases the Shinobi Arm's agility. The output of the noise canceller and Shunbin Booster can be adjusted according to the user's will.
- Ude Slinger (ウデスリンガー, Ude Suringā): The forearm armor. It is basically a rope made from a special super-elastic fibre called Kumonoito 22 (クモノイト22, Kumonoito 22) which can absorb shock impacts, reducing strain on forearms. Moreover, the Ude Slinger can unwind and be used as a traditional rope.
- In Gloves (イングローブ, In Gurōbu): The hands. By positioning each finger digit in a certain position, ninjutsu techniques can be activated.
- Shinobi Legs (シノビレッグ, Shinobi Reggu): The legs. A high-functioning noise canceller is installed, allowing quick quiet movements. Additionally, the inbuilt Chouyaku Booster (チョウヤクブースター, Chouyaku Būsutā) increases the Shinobi Leg's jumping power. The output of the noise canceller and Chouyaku Booster can be adjusted according to the user's will.
- Dai Protector (ダイプロテクター, Dai Purotekutā): The upper leg armor. It is composed of Giyaman Ceramic. It is equipped with Sticky Kunai (スティッキークナイ, Sutikkī Kunai) that can be materialized in the hands.
- Hiza Protectors (ヒザプロテクター, Hiza Purotekutā): The kneepads. They are made of Giyaman Ceramic, making them highly defensive and lightweight along with the ability to absorb radio-waves. A smoke discharger is installed, allowing Shinobi to create smokescreens,
- Ashi Slinger (アシスリンガー, Ashi Suringā): The lower legs and shin armor. They’re basically a rope made from a special super-elastic fibre called Kumonoito 22 which can absorb shock impacts, reducing strain on forearms. Moreover, the Ude Slinger can unwind and be used as a traditional rope.
- Shinobi Shoes (シノビシューズ, Shinobi Shūzu): The feet. By changing the frictional force on whatever surface it comes into contact with, the Shinobi Shoes allow Shinobi to walk on walls or ceilings. Also, when jumping from a tall distance, the sound of footsteps or impact will be cancelled, preventing detection.
His attacks include:
- Ninpo Kirisute (忍法キリステ, Ninpō Kirisute): Summons the Shinobi Blade from the back of his belt. Shinobi's SO-DO figure reveals that he can also summon two of them at once.
- Flame Ninpo (フレイム忍法, Fureimu Ninpō): By initiating Flame Technique, he fires a large stream of flame from his hands. Shinobi can also coat his body in his flames to shield him from attacks. It’s also used to cover his body in a flame barrier.
- Strong Ninpo (ストロング忍法, Sutorongu Ninpō): Fires a stream of purple flame from his hand.
- Megaton Ninpo (メガトン忍法, Megaton Ninpō): Summons a giant tornado to lift his targets in mid-air.
- Victory Ninjutsu (ビクトリー忍術, Bickutori Ninjutsu): Shinobi does a series of slashes at the enemy.
- Finish Ninpo (フィニッシュ忍法, Finisshu Ninpō): Attacks his opponents in high-speed movements while shrouded in a purple aura. Variations include:
- In his first appearance in Zi-O, Shinobi does a combination of punches before doing a spinning kick.
- In his battle against Hattari, Shinobi makes a combination of slashes with his Ninjatō before doing a spinning final slash.
- In the battle against Yaminin, Shinobi uses Seibai Ninpo, a combination of Strong Ninpo and Megaton Ninpo that sends the opponent flying, before summoning multiple clones of himself to attack the opponent all at once, using two clones to launch them even higher, and finally finishing with a bicycle kick shrouded in aura, sending his enemy crashing down to earth.

Due to being from the year 2022, Shinobi was subject to a meme where fans theorized he would get his own full Rider show when 2022 finally would come to pass. This was debunked with the reveal of Kamen Rider Geats. However, during Geats, Shinobi would appear in a TTFC special with the cast of Geats in the Geats Extra: Kamen Rider Tycoon meets Kamen Rider Shinobi special.

- Kamen Rider Shinobi's head and shoulder armor are retooled from the Ride-Players and his torso, lower arms and whole legs are retooled from Kamen Rider Dark Necrom.
- The characters 仮面騎士忍 (Kamen Kishi Shinobi) that appear during Kamen Rider Shinobi's transformation literally translate to "Masked Rider Shinobi". They are seal script style kanji.
- Rentaro's catchphrase "Writing the way of Shinobi with the blade of my heart" alludes to how the kanji for shinobi (忍) is written with the kanji for "heart" (心, kokoro) and "blade" (刃, yaiba).
- Considering Tawada's previous role as StarNinger, Kamen Rider Shinobi is also a ninja-themed hero. Both characters originate from respective series that have Kento Shimoyama as its main writer.
